For a 12th pass student, who is giving his second attempt the top 20 percentile will be of this year or of the previous year.

Yes of course,(I myself a long term student) because I too had entered the cut-off of this year's , but when I was called for counselling the person who checked my documents corrected the cut-off for top 20 percentile to that of the previous year's. Hope your clear now.
