For admission in SPPU, can I submit my grandfather's income certificate instead of my father's ?because my father didn't receive his income during last year .

No, you need to submit the income certificate of your father only as all the documents you will fill in your admission process has the name of your father as family head and income certificate of family head is required in the education field.
So you should submit the income certificate of your father only. Once you get the certificate, you can submit it.
