A candidate can attempt the KCET, however to be eligible for the counseling procedure of the exam the candidate needs to have completed 7 years of education in Karnataka. COMEDK can be written by candidates all over the country to take admission into colleges of Karnataka. So, you have to consider the exam which you want to focus more on based on whether you'll be eligible for a seat based on that exam score or not.
