Eligibility criteria for UPSC is Bachelor's Degree in any discipline from a recognized university, in addition to have attained 21 years age.
UPSC syllabus is more inclined towards humanities subject, that's evident from Prelims and Mains syllabus, even through science is a part of it but in a limited way.

But honestly engineering does not help for upsc civil services engineering teaches you technical knowledge and civil services wants administrative skills.
