There is no official indication that the syllabus is based on one particular grade. but if one take a closer look and also some reviewing done on the syllabus by the experts and feedbacks from students, it shows that the syllabus of BITSAT is closer to the syllabus of class 11th & 12th of CBSE board. Also NCERT books are better for the purpose of preparing the exam.
BITSAT is just like any other Engineering entrance exam and if you look at the syllabus then it has topics from both class 11th and 12ththe syllabus and the level of questions for BITSAT exam is almost similar to the JEE advanced level therefore you should study both it is class 11th as well as class 12th.
Infact both the classes have almost similar weight age that is almost 50% question come from class 11th and 50% question come from class 12th but you might see certain variation over the years in the distribution because as it is a competitive exam and they don't have any fixed weight age.
