See, both of the Colleges mentioned above are good as far as academics are concerned.
However, it will be well if you chose Ramaiyah Institute if tech. since it has a better infrastructure than NIT Patna as well as the exposure you will have is enormous .
Now coming to placements, it seems that Ramaiyah College of Engineering has a slightly better placements than that of NIT PATNA , which seem to lack in infrastructure.
The NIRF Ranking of Ramaiah Institute of Tech. Is 59 whereas that of NIT Patna is 92(as of 2020). Which really is a big margin.
If you choose a college based on its name, it may help you till some point in your careers. But the wise decision should be from where you will get good education and get good exposure to industries. If you are well to do , RAMAIYAH is always a better option.
