As soon as all india neet rank is announced, states will open their window to register state candidates.

After they enroll all the students, they will put state list, may be category wise too.

Just follow up the updates, notifications of your respective states website. Rest is known to everyone— fill the form. Look out for merit list on time as said by officials.
