So there is no need to pay the fees . But if you are choosing option 2 after second round of seat allotment, then you need to pay the full tuition fees and hold that particular seat and try your luck in second extended round of seat allotment.

The Answer to your question is simple. If you are willing to participate in the next round of counselling for the same course, you need not pay the fee.Though you get a seat or not. If you are applying for the 2nd round there is no requirement to pay the fee.If you are allotted a seat in the first round and you still wish to participate in the next round for a better college and in case no seat is allotted, then the previous seat will be retained or re allotted to you.

Since you have not mentioned the name of counselling so it is little bit difficult to guide you with accurate information but if we go through your profile then it shows that you are a Medicine aspirant so you might be asking for NEET counselling, if not then please mention the correct one in the comment section below.
Now for NEET there are two types of counselling one is state quota counselling and another is All India Quota (AIQ) counselling for 15% seats in GMCs and 100% seats of AIIMS/JIPMER/Deemed Universities.
So in AIQ counselling there are generally 4 rounds, Round 1, Round 2, Mop-up round and Stray vacancy round (this round is conducted by institutions itself for vacant seats but some institutions don't conduct this round). So you have to pay non-refundable counselling registration fee and refundable security money before the Round-1 registration and then later on till mop-up round you don't have to pay any fee again until and unless a seat is allotted to you.
And it is quite similar for State quota counselling but some rules might vary from state to state so you have to check it for the state where you want to take part.
