Low vision and Blindness are 2 specific disabilities that are allowed PWD reservation in NEET. The visual disability cannot exceed 40% to be eligible for PWD reservation. And there is no vertical reservation in NEET for PWD. It is a horizontal reservation within your Category. For example, if you belong to OBC Category and then you have PWD reservation, then you can claim OBC-PWD reservation. Low vision is <20/60 to 20/200 and this mounts to 10% of disability. Now again this needs to come from a Certified Opthamologist who can verify the eye sight. This table will give you an idea:

According to the guidelines Only 3% seats at an All-India level are reserved for candidates suffering from any physical disability.
Well according to national disability act a minimum of 40% disability is required to avail any benefits for disabled people. If the disability is less than 40% no reservation is applicable.
