For joining to delhi university for ba poilitical science is i want to put applications for colleges seperately or if i put application under delhi university can i join any college under delhi university under one application based on my cutoff.

For Du one form is filled for one course. Depending upon the cutoff you can apply admissions in the colleges. under the Delhi University, you don't need to fill different forms for one course. However for different course one needs different forms.
