It is not mandatory that one should fulfil all the criteria for claiming domicile. There are various categories of fulfulling domicile criteria depending on the no.of years you have either lived or studied in Karnataka or on the basis of your parent's permanent resident status. Now regarding the language proficiency test, it is for those Candidates whose parents have been from Karnataka, have Tulu or Karnataka as their mother tongue and the child has studied 12th outside Karnataka. But if a student has studied consecutive 7 years within Karnataka, he/she doesn't have to appear for Language Test.
