For M.A sociology in Jamia Millia, it is mentioned that '3 year Bachelor's Degree' is the eligibility criteria. Can I apply for this course with a '4 year B.Tech degree'? Or they will allow only a '3 year Bachelor's degree' ?

You are right, a candidate with only 3 year bachelor's degree can apply to Jamia Milia Islamia for MA sociology. Although you can check out Delhi University or Jawaharlal Nehru University for MA sociology, they accept any bachelor's degree.
