For masters degree in the Germany I should give Gre or Toefl???

See it depends on the university you're applying to. Most of the universities will accept IELTS and TOEFL scores, but in Germany, IELTS is more prominent.
Then, half of the universities accept GRE scores, others don't require it. So yes, it'll be good if you score well in GRE.
