It's quite difficult to predict that whether you will get seat or not with 400 marks in a government medical college as cut off keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 400 marks you hold a low chance in a Government Medical College .
For example,
in neet 2019, 423 marks for sc category was the lowest marks that got a seat in Government Medical College under Maharashtra state quota and it was for Government Medical College and Hospital, Jalgaon

So,
To be on the safer side you should target at least around 500 marks in NEET 2021 as cut off marks keep changing every year.

then revising the chapters,
solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,
