Hello Aspirant,
See you have to know what is the difference between the creamy layer and the non-creamy layer. Obc means other backward classes are the reservation of individuals who come on the list prepared with the supervision of a central government. This category is further halved into a creamy layer and a non-creamy layer. The creamy layer involves individuals who are OBCs but whose yearly earnings are more than INR 8 Lakh. If they or their parents are group A state govt workers or are group B or C central govt. employee.
The non-creamy layer consists of individuals whose household income yearly is less than INR 8 Lakh from all the references. This category is eligible for reservation in education and govt. jobs. So, only an OBC-NCL certificate is required for state and central also and there is less to no use for a creamy layer certificate as you can't claim a reservation for this.
Regards.
