No, there is no provision to appear for SRMJEEE phase 2 if you haven't appeared for phase 1 exam. As per the instructions available in the instructions manual if a candidate has missed to appear for phase 1 exam on the specified date and time she/he may contact the University Management so that they can reschedule the exam.
