Hey,
The state Quota counseling collects the All India Ranks achieved by the students of their state and then prepares a merit list of their own state depending on the category. Thought this state list students are provided with their colleges if they are meeting the cut off.
So All India Rank helps in preparing the State Merit list for State Quota Counseling.
