see for UPSC it doesn't not matter in which college or university you are studying. IAS doesn't demand any specialized graduate. It just needs any degree as eligibility from any recognised university and college, but writing or even appearing for interview for civils doesn't guarantee you any job, until you are selected by board. There is no particular college for preparation of UPSC as it is an exam conducted in state level to collect merit students who then get ranked jobs in civil services such as IAS, IPS, IAFS, Armed forces, etc.

Gargi college New Delhi.
St. Xavier's College Kolkata.
Delhi College of Arts and Commerce.

Institutes in Delhi like Jawaharlal Nehru University (JNU), DU (University of Delhi), and India Insitute of Technology-Delhi (IIT-Delhi) send a lot of candidates to the UPSC. so if can take admission in any one of these then may be you will get a environment of civil services aspirants and you will be motivated and determine there.
