According to the UPSEE 2019 eligibility criteria, anyone can give the exam irrespective of their state or country. The only difference is if the candidate is from outside the UP he/she need to submit the domicile of their parents during documents verification. However being a non-local student you will be considered for admissions to only 20% seats available and you will not be having reservation benefits.

Candidates who have passed qualifying examination from the institution located in UP or whose parents are domiclie of UP can apply for UPSEE 2019.If candidates have passed qualifying examination from institution outside,they will have to produce domicile certificate for UPSEE 2019.
