The general eligibility for WBJEE 2021 is that you should have a minimum aggregate of 45% in PCM for a general category student. For a reserved category student the minimum percentage required is 40% aggregate in these subjects.
Apart from this, as you have mentioned the institute specific criteria is 60% in Physics, Chemistry and Mathematics. This percentage includes your theory marks as well as practical marks. Hence your overall percentage in these subjects should be 60% or above. Apart from this, you should also have passed in theory as well as practical exams individually.

Your theory+practical marks is considered, means practical is also included but yes you should have passed in both theory and practical examination.

To be eligible for wbjee you don't need 60 % , you need at least 45 % in 12th if yoy are from general category.

-) one should be the permanent residence of West Bengal for at least 10 years as on 31st December of the year of examination
-) one will be also considered domicile if his or her parents are permanent residents of West Bengal and also have permanent residential address in the state the state of West Bengal
