For wbjee counciling which rank is consider?? GMR rank or quota rank??! What is the minimum quota rank?

GMR is only provided to the students scoring more than zero mark. And quotas which include OBC ,SC ,ST etc are available only for west bengal students , not for students belonging from other states .So ,their(students of other states) GMRs are considered during the time of admission .
