Dear Aspirant,

This is a relative question. Every college has its own terms and conditions for admission fee waivers. For some colleges will give you 50% off in the fee but that is valid for the first year or even first semester only. In some colleges there is a concept of the tuition fee waiver, in these colleges, you do not have to pay the full amount but, only 10 - 15% of the total fee during the total duration of the course.

Some Colleges also provide scholarships, either years or semesters wise. In such colleges, some amount of your college's fee will get reimbursed by the organization providing you the scholarship, in some cases, this might be the government scholarship.

As for the free seats, some colleges will give a complete tuition fee waiver that is you do not have to pay a tuition fee of the college which is roughly 70% of the total fee. However, you have to pay for other things like a hostel, library, etc but that won't be a load.

All in all, you won't be able to study for free in any of the cases however, you might be able to reduce your fee amount significantly.

Hope this helps.

Thank You.
