friend of mine has got 47.33 marks out of 100 i.e 570 Gate score and 2400 AIR in CSE stream. is there any chance of him getting in any IIT or NIT (CSE)

You have not mentioned category of your friend.Assuming that he belongs to general category considering previous years cut off you may get seat in
- IIT, Guwahati
- IIT, Bombay
- NIT, Agartala
- NIT, Jalandhar
- NIT, Hamirpur
- NIT, Durgapur
However, cut off is subjected to change it may increase or decrease slightly.
