From the option for DNB counselling 2020 a seat alloted to me in 1st Round. If I reject the allotted seat Whether I can rearrange the priority of seat by adding all the available seats in 2nd round. ie, I can select a seat available in the 2nd round which is below of the current alloted sea

Yes you can.You can select a seat from a college below the one you got,if you get into the 2nd college next round then you can change.That isn't going to be a problem but the chances of you getting a 2nd college below the one you got admitted is really really less.
