Congrats on your score. It would be difficult to predict which colleges you might get without your GATE marks. It is possible to predict with the data you have provided but it would be not be with maximum accuracy.
GATE 2019:
The GATE exam this year was conducted by IIT Madras. The exam was held on February 2,3,9 and 10 2019. The results and cut-off was released on March 15 2019. The qualifying cutoff for ECE this year is 17.8 for the SC category.For more info about the cut-off refer - https://engineering.careers360.com/articles/gate-cutoff Assuming that you have crossed this mark you have good chances of getting seats in IITs and NITS. You can try IIT Bombay, IIT Kanpur and IIT Roorkee based on last year's cutoff. You can try the lower ranked NITs also.You can also try state engineering colleges. It would be easy to predict if you provide your GATE marks out of 100.

You should apply at NIT Hamirpur and other NIT which lie below NIT Hamirpur. You may able to get admission in communication system and networks.
Chances of fetching seats in IITs are mot possible.

As per the previous year data, You can apply for IIT-BHU, IIT Bombay (2017-340), IIT ROORKEE and you can apply for some NITs like Allahabad, Bhopal, Jaipur,shibpur, etc. According to me, IIT Bombay is a very good option and a second GOOD option is IIT-BHU.
