gate2019 EE Score:746 rank:1231(SC Category), are there chances for any psus?

As you have mentioned above that you have scored 746 in the GATE examination with a rank of 1231, in EE branch, there is a slightly fair possibility that you would call from PSU's.
I would recommend to make a list of PSU's you want to apply to and email them your score.
