Nowadays almost every college has it's own NCC. It's great if your college has one you can simply apply and provide all the required documents, I don't think you face any seat shortage in that. Even if your college doesn't have one , you can join any other block in any college of your choice in your district. You can even apply online, on the official website of NCC.
