Category rank is the rank of the student  among the students belonging to the same category i. e the category of the student.

For example,

If 100 students participated in NEET and out of them 20 students are from OBC and  also let's say you also belong to OBC then your OBC category rank is your rank  among those 20 obc students while  your all India rank is your rank among those 100 students means all the students who had given the exam.

But for admission,

It is your all India rank  and not category rank which is considered irrespective of the category you belong to.
