There are less chances with the govt. college but you can try in the counselling rounds by filling the choices of the govt. college and then after you can fill the choices with private college also. If your merit rank is acording to the college criteria then you can get the govt. college else you can go for the private colleges also. You can also use the college pridictor of career360 for the better idea of the admission. Yes, with 8k rank at UPSEE, you can get seat at many good colleges for B.Tech in Computer science.

Though you won't be able to get government colleges if you belong to Other state than Uttar Pradesh but still, you can a lot of good private engineering colleges like JSS, Galgotia, Ajay Kumar Garg Engineering College, ABES and G.L.bajaj.

Thanks for your query! WIth 8213 there is a bit low chance of getting CSE in any of the good government colleges at the very first round of counselling but with subsequent round of counselling you can hope for Galgotia University at 8000 rank since the cutoffs for CSE generally are very high.
