Based upon the previous year analysis candidate's who are having the rank under the radar of 2k will have the greater chances to get into the NIT premises. Since your obtained rank is in the range of 4k , based upon that you have the less chances to enter into the NIT but yaah you can get into the good government institution in your respective state based upon your obtained marks.
