You aren't eligible to give the JEEs until you have at least 75% in your 12th boards (no matter what the board).
If you have secured 63% in your 11th class, just try to increase your % in 12th class. Nothing is impossible.
If you haven't scored 75% in your board's, then you aren't allowed for JOSAA counselling.
All that matters is your rank in the JEE mains and Advanced exam for admission in IIT. (75% in the board's is just to write JEES)
Just cross the barrier of 75% in your 12th and concentrate on JEES, Secure a good rank, get a admission in IIT.
All the best!
