Gujrati student can get admission in Gujrat colleges under all india 15% quota? or he she have to go outside to take advantage of ai quota ?

Yes. A Candidate who has a domicile of a particular State is eligible to participate in both All India and State Counsellings of that State. For example, in your case, even if you Gujarat domicile, you can participate in Gujarat State Counselling and All India Counselling for 15% of MBBS seats of Gujarat GMCs.
