You should be more clear with the question, complete sentence gets a meaning if not answer may vary. If the question is about any practical experiment then it means you should add  5.5% of agcl in 50ml of solution. If there's direct question like telling about a thing, then it means  there's 5.5% of agcl present in 50ml of solution.
