I hope in the question you meant the half perimeter is 36m and length is 4m more than its width. In that case the solution is given below:

W= width, L=length=4+W

L+W=36

therefore 4+W+W=36.  ------------>2W=32 ------------->W=16------------->L=20

therefore the dimensions of the rectangle are, Length=20m. Width=16m
