State level :
State is a part of a country/Nation .
States Together forms a country.
State Level comes understate government and state level exams are conducted like TS EAMCET , AP EAMCET ,etc.
National Level :
This level belongs to central government and national level exams are conducted in this category
Like IIT Mains,Etc.

Currently, if you take admission in IIT th)rough general category you have to pay an amount of 2 lakhs excluding mess and hostel charge.
Hostel charge and mess are about 70 to 80 thousands per year.
2*4=8 lakhs
0.70*4=2.8 lakhs
Total =10.8 lakhs
If your parents income is below 6 lakh then probably you would be provided MCM (Merit-cum-Means).For that you have to maintain good CGPA - without any backlog in subjects and extra curricular activities. You shouldn't have any disciplinary action against you in the college.
If are SC/ST/Physically Handicapped, then your entire academic fee would be relaxed. You would also get various other scholarships as per to your academic performance.
The general fee structure of Nits are
1.All physically handicapped and reserved (SC,ST) have full fee waiver.
2.Other students whose annual income is below one lakh also elgible for full wavier
3.Those family whose annual income is above 6 lakhs must pay the entire fee ( 1,25,000) Total fee no wavier.
4.If the annual income of family is between 15 lakhs .
The have to pay 1/3 of the total fee.(total fee mentioned in above )
5.Hostel ,Mess and Other extra charges may depend upon the Nit .

After IITs,NIT fee hiked to Rs 1.25 lakh from
Rs 70, 000 per annum. The decision was taken at a meeting chaired by HRD Minister Smriti Irani on Thursday. NEW DELHI: After IITs, fees in National Institutes of Technology (NITs) is all set for a hike from Rs 70,000 to Rs 1.25 lakh per annum.

Standard of studies is same for both degrees however it will vary based on all colkeges becaus eof its Faculties and way of learning pedagogy.
State level University are equally good with national level. However national Level institutions like NIT/IIITs /IITs are of national importance and great brand reputation and always recommended for future studies.
