Your question is not clear dear. Because you didn't mention you are appearing the NEET 2020 yes or not. Anyways i will give you the information. Registration fee for NEET counselling which is not refundable but the security fees amount will be refundable to the candidates who didn't take admission through NEET 2020 counselling. And you will get the refund money after completing all counselling process.
