having ews certificate,can i join ina college without paying fee ,even i got rank above 10,000 in ap eamcet.....

It is compulsory to pay the admission fees in the college before admission either you have any certificate or have a good rank in Ap Eamcet.Yes, after the admission you can enjoy further fee reimbursement due to rank and caste criteria.Hence you can not join the college without paying any fee.
