Greetings Kacchad!
Hope you're doing great.
It's good to know that you're a UPSC Indian Engineering Service enthusiast. According to medical guidelines issued by Union Public Service Commission board, a candidate with up to

correction in eyes will be declared medical fit and can join the service. Given that there is no sign of pathological infection. In such cases, the decision of the UPSC medical board will be final.
Since you've mentioned that you have -20 and -19 in both of your eyes, I'm sorry to say but you'll be announced as medically unfit during the medical examination. Please, do confirm the same from the nearby ophthalmologist. I'm sure he can provide a detailed insight regarding your medical condition and if this can be corrected through LASIK operation or not.
For more details regarding medical pre-requisite get out the official notification from the UPSC website: https://upsc.gov.in/
Don't lose hope, there are several other government exams you can appear where the problem in eye-sight is not taken with strict parameters.
