HBTU admits students to B.tech through the ranks obtained in JEE Main. They'll hold a seperate counselling and you have to register for the same through their website. And, General seat is open to all category students. A student of any category can get admission to a general seat. So, if an OBC student has scored good rank, he/she can get admitted in a general seat.
