Harcourt Butler Technical University (HBTU)kanpur is considered one of the oldest government engineering college of India and is ranked 155th in nirf rankings.
Admission to various courses offered is done through various entrance examinations like JEE Main, GATE, NIMCET, UGC-NET/JRF. HBTU has been approved by the All India Council of Technical Education (AICTE).
According to me, this college is very good and is comparably to some iiits.
The faculty members are of top class and you will get a good enough time to prepare for competitive exams like gate, upsc, etc.
Now if you are getting 54871 rank in obc category in jee mains, then yes, you can get HBTU KANPUR
The branches that you can get easily are:-
Also there is chance that you can get electrical engineering and civil engineering, but the chances are very difficult.

In Hbti kanpur you can not get cs branch even after the final ( round 4 ) counseling.
For your more clarity here are the closing ranks for last year (2019) of hbti Kanpur round 4 (final round) counseling of obc category (all branches) :-
