No not yet. They'll be released soon as the tentative dates of release was second week of October itself. You'll be notified on the official website so stay tuned with it. PGIMER CHANDIGARH is supposed to release the applications forms this year and the last date to fill the form and do fee payment will be approximately 15 days after its release.
