Hi ISR is a science and research based college. if you are interested in going into studying data science and doing research in that field I would suggest you go to iiser as i a c r r Institute of national importance and rather than doing Bsc from some other college these are some of the best institutes that could provide you with research and development opportunities. The second college that you are saying is is IIT Bhubaneswar so let me tell you that all the iit  are mostly better than the iiser as they are oriented towards application and research together and could give you better knowledge in terms of employability in the corporate sector as well as research sector. If you really want to go into data science and not waste any time in the corporate sector then go for iiser. If you may want to go to corporate sector in future then take up CSE in IIT Bhubaneswar because you will get ample opportunities to get into research also and opportunities as well so you can decide later while doing your degree e which side you would like to pick
