hello, I am appeared in neet exam 2021 and got AIR 18091 and category rank 7328 , but I am confused which rank will be considered in counselling in ALL India quota or state quota

Congratulations for such decent performance in NEET 2021. As far as All India Quota Counseling is concerned your All India Rank will be taken in consideration and if you Qualify the cut off for the college, then you will become eligible to take admission in the college.

Now for State counseling too, merit list of state is published taking into consideration the All India Rank.

The category rank as such has no role in the counseling but if you belong to the categories eligible for reservation then when reservations are applied for category students then the eligible candidates will be alloted seats in order of their merit that is basically in order of the category rank.
