Hello Aspirant,
Since you have not mentioned the name of counselling like whether you are talking for AIQ counselling or state quota counselling so considering it as AIQ NEET UG counselling conducted by MCC, if wrong then please correct me in the comment section below :-
You can take part in mop-up round of NEET UG AIQ counselling only if you do not owe any seat. See if you took an exit after results of round 1st or you had applied for upgradation in round 2nd and suppose if you do not get an upgraded seat and if you take an exit with forfeiture of your security fee or you got an upgraded seat in round 2nd and again you want to upgrade it in mop-up round then you can take part in mop-up round but in any other case like if you joined that seat then you cannot apply for mop-up round.
