Hello .. I got 36.08 marks and my rank 11689 my gate score 439 ..is there any chances to get into psus or nits ?

No, unfortunately with having this much of score you can't be Able to enter into the PSU or in any of the NIT zone. If you are looking in any of the private company lying under the zone of your department, then in such case you can also showcase your valid GATE score / rank to the interviewer such that your chances of getting hired will be more , I think in this way you can be able to take your gate score in the better direction.
