I can understand that this year despite of scoring such a high score you get such a rank but this shows that how much the competetion is rising and also the cutoff is going to rise so much high .
Yes you can apply like this because both of the counsellings are conducted separately but you will get more benefit via the state quota. As the cutoff for the state quota goes quite less as of the aiq which increases chances of a getting a good collage by a considerable amount.
