If you have appeared in GATE in CSE/IT discipline you are eligible to get seat in CSE or IT related specialized branches in M.Tech if you qualify GATE.You cannot get admission in other discipline.
IIT, Mandi offers M.tech in

• Biotechnology
• Communication and signal processing
• Electrical Engineering with specialization in VLSI
• Energy Engineering with specialization in Materials
• Mechanical Engineering with specialization in energy systems
• Power electronics and drives.

You are not eligible to get admission in any of the above mentioned specialization.

It depends on your marks. For seeking admission in IITs for master's, one should have 60 plus marks in GATE.
