hello ,i have OBC jat central certificate with non cremy layer can i apply for EWS certificate , my cast not comes under obc central list

Hello student, yes you can apply.
The rules for getting certificate from respective authority like toshildar or collector etc as it has been prescribed in the rules for e w S certificate, main criteria for gettingEWS certificate the candidates or his family income will be less than 6 lacs per annum.
if your family income satisfies the prescribed norms for getting certificate then you may get it from the respective authority i.e.prescribed authority for e w S certificate
