Yes, you are eligible to get full fee reimbursement as you have secured rank below 10,000.You need to provide the required documents failing which you will not be able to get full fee reimbursement.The documents are listed below

• SSC memo
• 10+2 memo
• Transfer certificate
• Caste certificate (if any)
• Ration card
• Adhar card
• Study certificates of 7 consecutive years of study in Telangana
• Income certificate
• Allotment order
• Bank passbook front page
• Passport size photos
• Parent's adhar card or pan card

Firstly congrats as you secured a good rank. But as you had non local status it's not possible for fee reimbursement. Moreover for non local candidates only 15% quota seats are only available.
