Hey! To be a good officer, it doesn’t matter what your educational field has been. People from all walks and backgrounds become officers and what they had pursued does not act as a hindrance in their way towards becoming a successful officer.
Keeping that in mind, preparation for CSE takes a lot of time and effort so the best piece of advice could be choosing the field that you find the easiest. Although there’s no such thing as easy in IIT but there’s always subjects that we tend to be more comfortable with.

To become an IAS you have to prepare for UPSC and give exam after your graduation. For graduation you want to do B.Tech from IIT. They are two entirely different thing with different syllabus so it won't make any difference whatever branch you opt for.
Doing B.Tech from IIT will sort of give security to your future which is good. So you should first prepare for JEE Mains and JEE Advanced and secure good rank to get admission in a good IIT and choose branch according to your interest. Go for placement as well, secure your future and then go for UPSC.
